  4.     DIED. Foy Kohler, 82, quietly effective diplomat and author
  5. who was U.S. ambassador to the Soviet Union from 1962 to 1966;
  6. in Jupiter, Fla. Kohler, whose tour in Moscow began only weeks
  7. before the U.S. and the Soviet Union went eyeball to eyeball in
  8. the Cuban missile crisis, acted as a conduit for top-secret
  9. exchanges between J.F.K. and Nikita Khrushchev. He was the
  10. author of several books about the Soviet Union.
